China urge a EEUU suspender vigilancia de China

 

BEIJING, 23 ago 2014 (Spanish.xinhuanet.com) -- El Ministerio de Defensa chino urgió hoy a Estados Unidos a suspender la vigilancia de cerca de China y crear una atmósfera sana para los lazos militares bilaterales.

El vocero del ministerio, Yang Yujun, dijo en un comunicado que un avión antisubmarinos de Estados Unidos y un avión patrulla volaron el martes hacia un espacio aéreo a 220 kms. de la isla Hainan, este de China, para realizar una vigilancia de cerca y que entonces un avión de combate chino despegó para llevar a cabo una identificación y verificación.

Al comentar las críticas al respecto por parte del lado estadounidense, Yang dijo que eran "totalmente infundadas" pues el piloto chino, mediante una operación profesional, mantuvo a su avión dentro de una distancia segura respecto al avión de Estados Unidos.

Es la vigilancia masiva y frecuente de Estados Unidos sobre China lo que pone en peligro la seguridad aérea y marítima de ambas partes y es la raíz de accidentes, comentó el vocero.
China pidió a la parte estadounidense guiarse por la ley y prácticas internacionales, respetar los intereses de los países costeros y manejar adecuadamente las diferencias entre las dos partes en temas de seguridad aérea y marítima, añadió Yang.
Yang señaló que la parte estadounidense debe seguir el principio de no conflicto, no confrontación, respeto mutuo y cooperación de beneficio para todos, adoptar acciones concretas, reducir y finalmente suspender la vigilancia cercana de China, para crear una atmósfera sana para los lazos militares bilaterales.

    WASHINGTON --- The Defense Department has expressed its concern to Chinese diplomatic officials about an Aug. 19 incident in which an armed Chinese fighter jet conducted a dangerous intercept of a U.S. Navy P-8 Poseidon patrol aircraft, Pentagon Press Secretary Navy Rear Adm. John Kirby told reporters today.

The aircraft was on a routine mission when the intercept took place over the Pacific Ocean about 135 miles east of Hainan Island in international airspace, Kirby said.

“We have registered our strong concerns to the Chinese about the unsafe and unprofessional intercept, which posed a risk to the safety and the well-being of the aircrew, and was inconsistent with customary international law,” he said.

Kirby also noted that DoD officials believe the Chinese jet made several passes and crossed under the aircraft with one pass having only 50-100 feet of separation.

“The Chinese jet … passed the nose of the P-8 at 90 degrees with its belly toward the P-8 Poseidon, we believe to make a point of showing its weapons load out,” Kirby said. “They flew directly under and alongside the P-8, bringing their wingtips … to within 20 feet and then conducted a roll over the P-8, passing within 45 feet.”

The admiral asserted that the incident undermines efforts to continue developing military-to-military relations with the Chinese military.

“This kind of behavior, not only is unprofessional, it's unsafe,” Kirby said, “and it is certainly not keeping with the kind of military-to-military … relations that we'd like to have with China.”

On April 1, 2001, a Chinese fighter jet collided with a U.S. Navy EP-3 surveillance aircraft -- the P-8 Poseidon’s predecessor aircraft -- that was flying a routine mission in international airspace over the South China Sea. Wang Wei, the Chinese pilot whose fighter jet collided with the EP-3, was killed. The damaged EP-3 made an emergency landing on China's Hainan Island, where its crew was held by Chinese authorities and eventually released. (ends)

China Urges U.S. to Stop Close-In Reconnaissance Activities

    BEIJING --- China's Defense Ministry urges the United States to stop its close-in reconnaissance activities against China and create a good environment for the development of bilateral military relations.

Yang Yujun, spokesman for the Ministry of National Defense (MND) of the People's Republic of China (PRC), said in a statement on Saturday that a P-3 anti-submarine warfare aircraft and a P-8 patrol aircraft from the U.S. Navy flied over the airspace about 220 kilometers east of Hainan Island and conducted close-in reconnaissance against China on August 19, 2014 at around 9:00 AM.

Yang said that a J-11 fighter jet from the aviation force of the Chinese People’s Liberation Army Navy (PLAN) took off and carried out routine identification and verification over the two U.S. naval planes. During the activity of identification and verification, the relevant operations made by the Chinese pilot were professional and the Chinese jet kept a safe distance from the U.S. planes, stressed Yang.

Yang Yujun pointed out that the U.S. side’s accusation against China is totally groundless. He continued that the U.S’s large scale and highly frequent close-in reconnaissance against China is the root cause of accidents endangering the sea and air military security between China and the United States.

China urges the U.S. side to truly abide by the relevant international law and international practice, respect the security concern of coastal country and properly deal with the differences between both sides on the sea and air military security, said Yang.

Yang also stressed that the U.S. side should, from a perspective of building new models of major power relations between China and the U.S. and in line with the principle of "no conflict, no fighting, mutual respect, cooperation and win-win", adopt practical measures to reduce and eventually stop its reconnaissance activities against China, so as to create a good environment for the development of bilateral military relations.

During exercises in 2012-2013 and an overseas deployment to Japan, the aircraft Boeing P-8 Poseidon reportedly exhibited radar, sensor integration, and data transfer problems, leading to additional testing. In January 2014, the Pentagon's Director of Operational Test and Evaluation office called the P-8A 'ineffective' for large area ISR and anti-submarine warfare missions, and said that the initial aircraft were not ready for deployment.[52][53] The same report found that the P-8 was effective at the small-area search mission, and with much better range, speed, and reliability than older aircraft.[54] Pentagon acquisition undersecretary Frank Kendall disputed the report, saying that although its findings are factual, it did not acknowledge future capability upgrades for anti-submarine and wider-area surveillance.[55]

The Boeing P-8 Poseidon (formerly the Multimission Maritime Aircraft or MMA) is a military aircraft developed for the United States Navy (USN). The aircraft has been developed by Boeing Defense, Space & Security, modified from the 737-800ERX.

The P-8 conducts anti-submarine warfare (ASW), anti-surface warfare (ASUW), and shipping interdiction, along with an electronic signals intelligence (ELINT) role. This involves carrying torpedoes, depth charges, SLAM-ER missiles, Harpoon anti-ship missiles, and other weapons. It is able to drop and monitor sonobuoys. It is designed to operate in conjunction with the Northrop Grumman MQ-4C Triton Broad Area Maritime Surveillance unmanned aerial vehicle. The aircraft has also been ordered by the Indian Navy as the P-8I Neptune, with the Royal Australian Air Force expected to place an order.

THE HAINAN ISLAND INCIDENT

On April 1, 2001, the Hainan Island incident occurred when a mid-air collision between a United States Navy EP-3E ARIES II signals intelligence aircraft and a People's Liberation Army Navy (PLAN) J-8II interceptor fighter jet resulted in an international dispute between the United States of America and the People's Republic of China.

The EP-3 was operating about 70 miles (110 km) away from the PRC island province of Hainan, and about 100 miles (160 km) away from the Chinese military installation in the Paracel Islands, when it was intercepted by two J-8 fighters. A collision between the EP-3 and one of the J-8s caused the death of a PRC pilot, and the EP-3 was forced to make an emergency landing on Hainan. The 24 crew members were detained and interrogated by the Chinese authorities until a statement was delivered by United States government regarding the incident. The exact phrasing of this document was intentionally ambiguous and allowed both countries to save face while defusing a potentially volatile situation between militarily strong regional states.[1][2]

The incident took place in international waters in the South China Sea about 75 miles south of Hainan Island. The trawlers came within 25 feet of Impeccable, as part of an apparent coordinated effort to harass the unarmed ocean surveillance ship.

The proximate cause of the incident may have been that the Impeccable was learning too much about Chinese submarines based at Hainan Island that were conducting exercises in the South China Sea.

“The Chinese have decided that one of their biggest naval facilities is going to be at Hainan, therefore the area is becoming more sensitive for the Chinese military,” said Dennis Wilder, a China military expert at the Brookings Institution who served as George W. Bush’s top Asia adviser until January.

“The Chinese goal is to have the US back away from sensitive areas.”
