"The world’s largest concentration of marine life is found in the Philippines, more specifically in the Visayan Sea." This unequivocal declaration came from Dr. Kent E. Carpenter, an American ichthyologist, marine biologist, and marine conservationist from the Department of Biological Sciences, Old Dominion University, Norfolk, Virginia, USA.

BFAR lifts fishing ban in Visayan Sea

March 22, 2013  by Danny Dangcalan (The Philippine Star)

BACOLOD CITY, Philippines – Fishing in the Visayan Sea now resumes, with the lifting of the four-month fishing ban two days ago.

The Bureau of Fisheries and Aquatic Resources (BFAR) in Region 6 lifted the fishing ban which it imposed in the Visayan Sea last Nov. 15 to give fish time to breed, grow and replenish their population, the agency’s regional director Drusila Esther Bayate said.

The Visayan Sea, encompassing Regions 5, 6, and 7, is home to one of the richest marine biodiversities in the world, but illegal and indiscriminate fishing in the last five years has resulted in the decline of its fish population.

During the 4th Governors’ Meeting on the Visayan Sea Protection and Coastal Law Enforcement Program held in Iloilo City in February last year, the governors of Negros Occidental, Cebu, Masbate and Iloilo vowed to ensure the sustainability of the Visayan Sea by eradicating illegal and destructive means of fishing there.

BFAR declared the four-month “closed season” in the Visayan Sea to ensure the rich supply of fish known to inhabit the area such as sardines, herrings and mackerels.

Evaluation of Fisheries Management Options for the Visayan Sea, Philippines

By  Alice Joan G. Ferrer

This  study assesses a number of potential management options that could help protect biodiversity in the Visayan Sea and help its fishing communities to earn a better living. The Visayan Sea is one of the most important and threatened marine areas in the Philippines. It is a source of income and food for thousands of people and an ecological resource of world importance. However, over exploitation means that fishing in the area is no longer sustainable, that fish stocks are suffering and that fishing communities are losing their livelihoods. The study finds that the best way forward would be to use a combination of management options, including putting in place a marine protected area and implementing various fishing bans. The study also recommends that a single management body should be set up to oversee the implementation of this multi-pronged approach. It is clear that the current state of the Visayan Sea calls for immediate intervention to arrest further decline in the quality of the marine resource. Any delay in addressing the problems the sea faces will simply worsen the difficult situation many fishers already face. If action is delayed until the fishery resource in the sea totally collapses then a major social crisis will be unavoidable.

(**) Many of our earlier ancestors, mainly those who lived on the coasts, were known traders and were known and recorded to be a part of the immense trading routes in maritime Asia, trading with those from China, Japan, Borneo, Java, & Vietnam to name a few.

Painting of Rajah Humabon (also known as Rajah Hamabar), the ruler of Sugbo (Cebu) and the first converted Christian in the Philippines along with his wife, the Queen Humamai, and 800 other locals who were all baptized on April 14, 1521. Humabon was given the name Carlos and his wife Juana. Magellan then gave Humabon an image of the suffering Jesus (Ecce Home) and his wife an image of the child Jesus (Santo Niño.) He also erected a large wooden cross (Magellan’s Cross) at the baptismal site. According to Magellan’s chronicler Antonio Pigafetta, ”Rahah Humabon was fat and short and tattooed with fire in various designs. He wore only a cotton cloth before his privates and a scarf embroidered with needle about his head. A necklace of great value hanging from his neck and two large gold earrings fastened in ears set round with precious gems.” Today, a park which honors the Rajah who was considered the ”wisest and bravest man in the island” during his time can be seen in downtown Cebu. The name of the place is Plaza Hamabar. The plaza stands as a symbol of Humabon’s mark. A legacy which remains until this very day.

Ecology, social and environmental sustainability, emphasis on conservation of rivers and ecosystems, denounces impact of megaprojects. All this is inseparable from politics, for it, the politics is also evaluated.
